Does change from above work? And what can it learn from more grassroots approaches?

The humanitarian system has seen several initiatives aiming at system-level change over the last twenty years. Both the World Humanitarian Summit and, before it, the Transformative Agenda sought to increase the overall effectiveness of humanitarian action by introducing new ways of working, commitments and protocols for action. Meanwhile, in its own way, the organic evolution of cash as a modality for delivering aid has also led to changes in the shape and nature of the humanitarian system.
