Changing where we act: urban response and refugees in upper and middle-income countries

Recent years have seen an increase in the need for humanitarian responses in urban settings, as well as a significant rise in the caseload of migrants and refugees in middle and upper-income countries.

Both of these dynamics demand a shift in the location of humanitarian response, often very far from the 'normal' context of a rural community in a lower-income country. This panel considers the implications of this shift in geographic focus from the perspectives of those organisations seeking to adapt to it.
